There is a law, irrevocably decreed in heaven before the foundations of this world, upon which all blessings are predicated—And when we obtain any blessing from God, it is by obedience to that law upon which it is predicated.
D&C 130: 20-21

Bring ye all the tithes into the storehouse, that there may be meat in my house; and prove me now herewith, saith the Lord of Hosts, if I will not open you the windows of heaven, and pour you out a blessing that there shall not be room enough to receive it.
3 Ne. 24: 10

God does notice us, and he watches over us. But it is usually through another person that he meets our needs.

after church today i went over to cyrena's house to try on some clothes. she recently returned home from her mission and had some missionary clothes she wanted to give away. at first i was worried that i wouldnt be able to fit anything cuz she looks smaller than me...but then i decided that i shouldnt worry. if i found anything that fit, good; if not, oh well.
when i got to her house she started pulling stuff out of her closet and the clothes just kept coming and coming! i tried on skirts and jackets and sweaters and blouses for a solid hour. and guess what? everything fit!!! i came away with more than enough!
it was amazing! it was a tender mercy! it was a miracle! i acquired more clothes in that one hour than in the 7 hours of shopping last wednesday. :) and all because god is kind. and he gives us laws so that we can receive the blessings. and then he places his children in our paths to watch over us and meet our needs. its true folks...god always provides!
